Hi, I'm Neil
Hi! I'm Neil, a CTO and founder with 20 years of building software products. Right now I'm deep in the weeds of AI-native application development, building products where AI isn't bolted on but is core to how they work. I'm particularly interested in RAG pipelines, LLM orchestration, and the shift from software that assists people to software that delivers completed work.
My most recent venture is ResponseHub, an AI-powered tool that automates vendor security questionnaires.
Before that I was co-founder and CTO of Progression, a career progression platform used by thousands of companies including Trainline, Gymshark, and Onfo. We raised $5.5M from Connect, LocalGlobe, and Village Global, and were one of the earliest products to ship GPT-3 features. Progression was acquired by CareerMinds in Q4 2024.
Before Progression I did a whole mix of things.
I spent a year as founding CTO at EmpowerRD, a London-based fintech startup, designing and building the claims engine that still powers their platform today.
I spent most of 2016 on Twivel, a solo-built video-on-demand platform that let publishers create their own TV apps. It powered The Economist Films app for about a year, but ultimately couldn't find sustainable traction.
In 2010 I co-founded Cameron & Wilding with Ben and grew it into a 15-person Drupal consultancy over five years. We built content platforms and app backends for the BBC, the Daily Telegraph, and The Economist.
Pre-2010 I worked as a freelance developer, co-founded a social network for language learners, and worked as a consultant for Accenture.
I studied Thai at SOAS and Latin American economics at UCL. I speak Thai and Spanish and have lived in Thailand, Madrid, Mexico City, Buenos Aires, and London.
Work
ResponseHub
Founder
Building an AI-powered tool that automates responses to vendor security questionnaires. Uses a RAG pipeline to match questions against your policies and knowledge base, judge confidence, and draft accurate answers. Born out of first-hand pain from fielding endless questionnaires as a startup CTO.
- ▸ End-to-end solo build — product, infrastructure, and AI pipeline
- ▸ RAG stack with vector search, reranking, and multi-model evaluation
Progression
Co-Founder & CTO
Co-founded and built a career progression platform used by thousands of companies to create skills frameworks and have better growth conversations. Raised $5.5M across two rounds from Local Globe, Connect Ventures, and Village Global. Led a team of 15 across engineering, product, and design. Owned the full technical stack — a React frontend with a MobX-based sync layer on top of a Rails API, which let us ship frontend changes fast without constant backend work. Worked directly with customers in sales and success, not just building what was asked for but figuring out what was needed. We were one of the earliest products to integrate GPT-3, shipping AI-generated career frameworks months before ChatGPT put LLMs on the map. Customers included Trainline, Gymshark, Onfido, Agoda, and hundreds more across free and paid plans. Acquired by CareerMinds in Q4 2024.
- ▸ Raised £5.5M from Local Globe, Connect Ventures, and Village Global
- ▸ Team of 15 — engineering, product, and design
- ▸ Early adopter of GPT-3 for AI-generated career frameworks
- ▸ Customers included Trainline, Gymshark, Onfido, and Agoda
- ▸ Acquired by CareerMinds in 2024
Consulting
Consultant
Freelance consulting across a couple of engagements. Worked with the Wellcome Trust on systems integration — connecting their intranet to Slack and implementing search. Spent five months as interim CTO at IconoTV, setting their technical roadmap and migrating the team onto Google Workspace.
- ▸ Interim CTO at IconoTV — set technical roadmap and led platform migration
- ▸ Systems integration work for the Wellcome Trust
EmpowerRD
Founding CTO
First technical hire at this London-based R&D tax credit startup. Designed and built the core claims engine, and worked closely with early customers and design partners to shape the product.
- ▸ Built the claims engine that still underpins the product today
- ▸ Company has since processed £260M+ in successful claims across 1,200+ companies
Twivel
Founder
Solo-built a platform that let independent video producers launch their own on-demand TV channels across Apple TV, tablet, and mobile. Powered the Economist Films app for about a year, but ultimately couldn't find sustainable traction.
- ▸ Powered the Economist Films app across Apple TV and mobile
- ▸ Solo build — product, platform, and customer relationships
Cameron & Wilding
Co-Founder & Director of Technology
Co-founded and grew a Drupal consultancy to 15 people over five years. Responsible for recruitment, culture, project delivery, and technical architecture. Built content platforms and mobile app backends for publishers including the BBC, The Economist, and the Daily Telegraph.

Hire me
I'm available for consulting engagements, fractional CTO work, and advisory roles. I specialise in Ruby on Rails, AI/LLM integration, RAG pipelines, and system architecture.
I work directly with founders and stakeholders to understand what the business actually needs, translate that into a clear product plan, then use agentic development workflows to rapidly build high quality software.
Whether you need help shipping a product, building out your engineering team, or figuring out how to integrate AI into your stack, I'd love to chat.
