Small Grants Program

The U.S. Embassy is currently not accepting new grant applications.

Eligible Programs and Project Examples

All programs must include a link to the United States and/or an element that builds understanding of the United States including, but not limited to U.S. policy, people, culture and/or perspectives. Programs must be focused on Norwegian or regional audiences/participants.

Examples of PDS Grants Program projects include, but are not limited to:

– Academic and professional lectures, seminars, and speaker programs;

– Skill building training programs;

– Artistic and cultural workshops, joint performances, and exhibitions; or

– Professional and academic exchanges and projects.

The Embassy encourages the submission of unique and creative proposals from a wide variety of sources.  Applicants must be not-for-profit organizations/associations or individuals, including think tanks and civil society/non-governmental organizations; educational institutions; individuals; and foreign public entities. For-profit or commercial entities are not eligible to apply.

Eligibility

The following organizations are eligible to apply:

  • Not-for-profit organizations, including think tanks and civil society/non-governmental organizations,
  • Public and private educational institutions,
  • Individuals
  • Public International Organizations and Governmental institutions

Cost Sharing or Matching

Cost sharing is not required although encouraged.

 

Other Eligibility Requirements

All organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov as well as a valid registration in SAM.gov. Please see Section D.3 for more information. Individuals are not required to have a UEI or be registered in SAM.gov.

Evaluation Criteria (for more detailed information see the application review information section below):

  • Preference will be given to institutions and individuals with a proven track record of executing superior events, workshops, and programs.
  • Applications should have a U.S. component and be directed at Norwegian and/or regional audiences/participants.
  • Projects which incorporate one of our priority areas are often considered stronger.

Please note that Embassy grants CANNOT be used to:  fund religious or partisan political activity; fundraising campaigns; charitable activities; humanitarian aid; commercial projects; individual academic research; construction projects; projects whose primary aim is the institutional development and operational costs of the organization; lobbying for specific legislation or projects; scientific research (excluding science/research collaboration); and projects seeking funds for personal use.  The Embassy also cannot give grants to commercial firms/ for-profit firms.

Application Content and Format

Please ensure:
  • The proposal clearly addresses the goals and objectives of this funding opportunity
  • All documents are in English
  • All budgets are in U.S. dollars
  • All pages are numbered
  • All documents are formatted to fit 8 ½ x 11 paper, and
  • All Microsoft Word documents are single-spaced, 12 point Calibri font, with a minimum of 1-inch margins.
The following documents are required:
 Attachments (Optional)
  • 1-page Curriculum Vitae (CV) or resume of key personnel who are proposed for the program
  • Letters of support from program partners describing the roles and responsibilities of each partner
  • Official permission letters, if required for program activities.
