In the block editor, hyperlink to the attachment page and not the file

In the block editor, when I click the hyperlink button and start to type a link, I get results from the content on my site. When a result is an attachment, it returns a link to the file and not to the attachment page. I need to change this so it links to attachment pages.

If possible, I’d like this to be universal to it works elsewhere, like with ACF link fields.
