[Feature flag] Cleanup pages_multiple_versions_setting
## Summary
This issue is to cleanup the `pages_multiple_versions_setting` feature flag, after the feature flag has been enabled by default for an appropriate amount of time in production.
pages_multiple_versions_setting enables pages parallel deployments. The feature has been deemed stable and the feature flag should be removed. The feature has been productised.

The feature has been default-enabled for several months now, so there is no additional risk associated with the FF removal.
