Notarials
Notarial services are available for all nationalities by appointment

Overview

Notary services are for all nationalities and are by appointment only. Normally the document to be notarized is for use within the United States, although there may be exceptions.  The cost is $50 per notary seal required.  If your document requires multiple notary seals, you will pay $50 for each notary seal.

Effective January 1, 2026, online payment for notarial services is required.  Please click here to complete your notary payment online: Notary Payment.

Before you attend your appointment, make sure that you understand the contents of the document. The Consular Officer cannot explain documents to you, assemble documents, or provide legal advice on their preparation. If your documents are not ready for signature, you will be required to book and attend a new appointment.

Therefore, it is important that you bring your documents fully completed, assembled and ready for notarization with instructions from the end user in the state of jurisdiction and without any missing pages. Do not sign the document.

On the day of your appointment, you must:

      • Bring the complete, unsigned documents to be notarized. Even if there are pages that do not require signature or seals, you must present the entire packet.
      • Present a valid government-issued ID such as a passport or driver’s license.  The name on the documents must be the same as the name on your ID.
      • Pay $50 USD per notary seal.
      • Be of sound mind and understand the document you want notarized.  Be prepared to explain the document you are signing.  Consular staff is not permitted to explain contents to you.
      • If your notary service requires a witness, you must arrange for your own witnesses. Consular staff cannot witness your documents.

Documents We Can and Cannot Notarize

Please reference the list below regarding documents we can and cannot notarize.  If the type of document you would like notarized is not listed below, please contact us to inquire whether it is possible for us to notarize your documents before booking an appointment.

We can notarize:

      • Criminal Background Check
Step 1: To obtain an FBI clearance, please schedule a notary appointment. At the time of your appointment, request an FBI clearance package. In the package you will be given a letter addressed to the CEID requesting them to get your fingerprints. You will send the fingerprints to FBI in USA. We will provide you with the complete details at the time of your appointment.  Step 2: Once you receive your FBI clearance, please schedule a new notary appointment. Bring the document to the Embassy for acknowledgement.
      • Legal Capacity to Contract Marriage
If you are applying for an Affidavit of Legal Capacity to Contract Marriage, please schedule a notary appointment and bring your passport.
      • No Objection Letter for QID Nationality Change
If you need a document for the Ministry of Interior to change the nationality on your QID, please bring the passports of both nationalities and your QID to your notary appointment.
      • Financial or Real Estate Transaction Documents (Power of Attorney, Bill of Sale, Closing Affidavit, Disbursement Instructions, Grant, Warranty Deed, Etc.)
Before you attend your appointment, make sure that you understand the contents of each document you need notarized.  It is important that you bring your documents fully completed, assembled and ready for notarization.  Do not sign the documents ahead of time.
      • Individual Taxpayer Identification Number (ITIN) Form W-7
If you are applying for an Individual Taxpayer Identification Number (ITIN) and need to have your identification verified before sending your application to the Internal Revenue Service (IRS) in the United States, this service is available through IRS authorized acceptance agents  or by attending an appointment at a U.S. Embassy.  If you attend an appointment at an Embassy, you must bring your passport and a good quality color photocopy of the biographical data page of your passport (the page with your photograph). For specific information about ITIN, please contact IRS directly.
      • Statement of Consent for Minor Passport Application (DS-3053)
When a child under the age of 16 applies for a U.S. passport service, the child and both parents are typically required to appear in person.  If you are not able to attend their passport appointment in person, you may submit a notarized Statement of Consent, Form DS-3053.  You must present your government-issued photo I.D. (such as your U.S or foreign passport, or driving license) together with the Form DS-3053.  There is no fee for this service.

A consular officer can take a true copy of a U.S. passport.  Anyone can present the passport to be copied, provided that they have an appointment. The appointment must be made in the name of the person attending.  You must bring the passport and a good quality color photocopy of the biographical data page of the passport.  If you are attending on behalf of someone else, make sure you also bring your own form of photo ID such as your passport or driver’s license.

We cannot notarize or provide:

      • Apostille or Notarization of a U.S. Civil Document (birth, marriage, divorce, or death certificate)

      • Certified Copies of Academic Credentials
The Embassy cannot provide this service.  You should contact the issuing educational institution for guidance. More information can be found on the Department of State’s website.
