New updates to developer benefits! February 2026
As part of the February 13 expansion to Microsoft AI Cloud Partner Program benefits offerings—including partner benefits packages, ISV Success packages, Solutions Partner designations, and specializations—Microsoft has updated developer benefits included in the partner program, along with how these benefits are accessed. The Visual Studio license included in all benefits offerings is now exclusively Visual Studio Enterprise IDE. This updated license includes many existing benefits such as Dometrain, Microsoft AI Cloud Partner Program Concierge chat, and more, but some key changes have been made to deliver a more secure, compliant, and higher value experience for partners. The per-user monthly Azure credits have been replaced with Azure bulk credits at the organization level, accessible through the Partner Center benefits dashboard; this pooled model gives partners great flexibility with credit allocation while better aligning with Microsoft Azure development needs and reducing unused credits. Additionally, access to some legacy on-premises software downloads and transferrable product keys will no longer be included in partner program developer benefits to support clearer entitlement boundaries; these entitlements remain available through appropriate licensing channels. It’s important to note that these changes apply only to partner program benefits accessed through the Visual Studio subscription portal and do not affect paid Visual Studio subscriptions or SKUs. These changes were enacted to ensure that partners can better utilize Azure credits across teams, promote compliant use of partner program benefits, and simplify benefits management while preserving access to core developer tools. It may require a change management plan, so we encourage you to develop one. We’re currently working through a CSP Direct Bill eligibility review and have run into a discrepancy that we’re hoping other partners may have experience with. Our organization has been operating under CSP Direct Bill and, based on Partner Center indicators and prior guidance from Microsoft, we believed we were meeting the ~$1M TTM revenue requirement. However, we were recently informed by Microsoft that our Direct Bill revenue is being calculated at approximately $892K, below the threshold. The key issue appears to be related to revenue classification: Microsoft indicated that some of our revenue may be attributed to CSP Indirect Reseller (IR), even though we do not actively transact through a distributor. All licensing is billed directly by Microsoft, and we can provide invoices to support this. We’ve also been told that when tenants are associated with both Direct Bill and Indirect models, the 12-month revenue breakdown is not visible in Partner Center. Microsoft has acknowledged that this visibility gap exists and that partners cannot currently see the same classification used internally. Our case is currently under review with Microsoft, but we’re trying to better understand: Has anyone encountered a situation where tenants were classified as indirect without actively selling through a distributor? Are there any reliable ways to identify which customers or subscriptions may be tagged as indirect? Has anyone successfully reconciled or corrected this type of revenue classification issue? Any insights or similar experiences would be greatly appreciated, especially if you’ve navigated this during a Direct Bill eligibility review. The MEMBERSHIP tab is missing in Partner Center. It's missing in my org's Partner Center and several other partners' Partner Center when I spoke to them today and it looks like the issue is impacting all partners because the partners I spoke to are in both the U.S. and U.K.. Any idea when it will be visible again? I was able to find a workaround and included it below so thought I would share. But partners need this tab. Please advise. Thanks, Liz if you need to access the MEMBERSHIP TAB, I was able to figure out a workaround until Microsoft fixes that bug. To get to the MEMBERSHIP menu items, click on the “My Access” Tab. Click on the “My Learning Profile” from the left menu. You should now have the MEMBERSHIP menu available. Hi All, I need some serious support. I provided initial details for the MAICP on 20-Feb-26 and on log in to the partner center 'Account Settings' the 'Legal Info' and 'Identifier' Pages are completely blank, so I cannot provide any details for further progress. I wanted to contact someone, but the support links and pages seem to be too tricky to get a hang as how to contact someine and lodge a ticket, as yet I have not become a partner. The support pages have some dropdowns and has only the 'review solutions' articles to go to and NO TICKET can be submitted. I went to all links provided by the Microsoft Experts in different chats, but COULD NOT figure out as how can I submit a ticket. Can someone provide a real solution, rather than just providing a series of links which do not lead anywhere? The problem scenario is below: The Pages which are blank: Support Submission Page: See it is only providing either 'Review Solution' - which takes to loops of reading and coming back to same pages with no solution or information about UPDATING, while I have not been able to provide even initial details. It Even the page for support from AI the 'Workspace' cannot be added as below, I feel like stuck and need some great help please. Hi Azure Marketplace community, We, at https://marketplace.microsoft.com/en-us/product/saturaminc.qualdo_drx are currently using private plans to handle custom pricing for specific customers, and we're evaluating whether it makes sense to transition to private offers. Would love to hear from others who've made this move — or who've deliberately stayed on private plans. Here's where we're at: private plans have served us well for restricting visibility and offering tiered pricing to select tenants, but as our deal complexity has grown (more enterprise customers, negotiated terms, channel partners), we're starting to feel some of the limitations. A few things pushing us toward private offers: Custom pricing flexibility — Private offers let us set percentage discounts or absolute prices per customer without creating a new plan for every deal. As our customer base grows, managing individual plans is getting unwieldy. Multi-party / channel support — We work with some resellers and CSPs. Private offers seem to support that flow much better with multi-party private offers (MPPO). Are there scenarios where private plans are still the better choice over private offers? How are you handling the coexistence of both during a transition period? Any impact on reporting, billing, or reconciliation we should be aware of? We want to make sure we're not solving one problem and creating another. Appreciate any real-world experiences!. Azure Marketplace - Could not Create marketplace item
I am trying to create a marketplace offering on Azure. After successfully going through the publishing process, when I click on my offering I just see this: The "Preview" works fine though. I uploaded an app icon which shows in the preview, so not really sure what Gallery item it's asking for.Ongoing Issue with Employment Verification in Microsoft Partner Program
Hello I am experiencing a persistent issue with the Employment Verification process in the Microsoft Partner and Reseller programs. When attempting to resolve the issue by clicking “Fix Now” after a rejected verification, I am continuously redirected back to the Identity Verification step. Even after completing the identity verification, I am sent back to Employment Verification, only to be rejected again. This creates a loop, and every time I click “Fix Now,” I am not given the option to upload any documents, but instead, I am redirected to the previous step, making it impossible to proceed. This issue has been ongoing for 50 days, and I have contacted Microsoft Support many times. Unfortunately, I continue to receive the same generic responses, asking for the same documents to be uploaded. After submitting them, there is no further follow-up, and the issue remains unresolved. It seems as though I am receiving automated responses without any real resolution. What adds to the frustration is the contradiction in the process: The exact same documents I submitted for Developer Verification, which were successfully processed and authorized, are being rejected for the Partner and Reseller programs, despite being identical in every way. Given the significant impact this issue is having on my business, I am reaching out to the community for assistance. Has anyone else encountered a similar problem, or is there any guidance on how to resolve this? Any insights or advice would be greatly appreciated. I've set up a SaaS offer in the Azure Marketplace and created a free plan for testing purposes. However, when attempting to subscribe to the offer, I encounter an issue: No plans are available for the selected subscription, despite configuring both yearly and monthly plans. Hello Team, We have not received the incentive payment for February and would like assistance reviewing this issue. Our organization meets the requirements under the App Innovation solution area and is eligible to receive Azure-related incentives. However, the February payment has not been deposited. Additionally, we are unable to create a support ticket in Partner Center because the AI Assistant interface prevents access to the support request page. Could you please check if there are any issues with our eligibility, payment profile, or required documentation, or help escalate this matter to the appropriate support team? Hi Community, I’m reaching out here after spending nearly 6 months discussing an issue with Microsoft Support, without getting a satisfactory answer. We have published transactable SaaS apps in the Microsoft Marketplace. Each of our SaaS offers includes multiple plans (e.g., Premium, Pro, Leader). About six months ago, our customers started reporting that they could no longer upgrade their plan via the Microsoft 365 Admin Center. We were able to reproduce the issue ourselves. Symptom: when attempting to upgrade, the dropdown list that should display available upgrade plans is empty. This functionality worked correctly before. After multiple discussions with Microsoft Support engineers, their supervisor, and their manager, the official response we received is: “change to different plan functionality (for marketplace offers) in Admin Center is by design not enabled, which is why the dropdown does not display available plans.” This directly contradicts Microsoft documentation, which indicates that plan changes should be supported: https://learn.microsoft.com/en-us/partner-center/marketplace-offers/pc-saas-fulfillment-life-cycle Despite sharing this documentation, Microsoft Support maintains that this behavior is by design and that customers cannot upgrade plans from the Admin Center. My questions to the community: Are there ISVs here who have published transactable SaaS offers with multiple plans? If so, can your customers upgrade plans through the Microsoft 365 Admin Center? Are your customer experiencing the same issue? Can any SME confirm or contradict Microsoft Support’s statement that “by design, customer cannot upgrade plans using M365 Admin center”?
