Only #1 decays. The crown pays a flat $0.10 every 7 days the same dime whether the seat is worth $20 or $5,000. It lands when a period closes and never takes it below $1. Small on purpose and enough that the middle has to be kept, not so much that nobody wants it.
Low ranks live out at the quiet edge, where the streets thin into woodland and not off the board. The only exits are moderation and a future season reset.

One block cannot always outspend the crown. A hundred blocks can.
A siege is one pot aimed at seat 0. Anybody can put a dollar in it, and the pot is public while it fills — the crown can see it coming and can always outspend it first.
When the pool passes the crown it enters the board as an ordinary competitor and sits at #1 — same rule as everybody else, and the same crown tax on it from that moment.
A siege that lands raises a permanent monument carrying every contributor's name. It never decays and it never moves. The plinths are already standing.
