It was Mahatma Gandhi, who, in 1920, at height of Khilafat Movement, first raised slogan of ‘Ram Raj’ & it was the ‘secular’ Congress under Nehru who made ‘Vande Mataram’ compulsory after winning 1937 provincial elections, both initiatives having heavy religious connotations!
