I'm no expert, but my understanding is that "exit taxes" in the U.S. is mainly capital gains tax. The basic idea is to prevent allowing rich people to evade capital gains by renouncing their citizenship, which would be unfair to everyone else who has to pay cap gains.

Basically, if you use multisig, you should also probably also verify receive addresses with multiple independent devices, ideally dedicated hardware devices.
