Couldn’t agree more
If your company is building something like Wikipedia — yes, if something more complex, let’s say maps or even an email client — modern CSS and HTML might be useful, but for the big part are quite irrelevant. This knowledge is a reference knowledge, eg. like standard library. Much better to ask for system design, performance, data structures and so on.
Alex Russell is a known hater of React (and web apps ecosystem in general). Lacking basic understanding how React works. So I would take his opinion with a big grain of salt
