When the only safe place is work: How employers can fight domestic violence

In this edition of OECD Podcasts, Shayne MacLachlan from the OECD Centre of Entrepreneurship, SMEs, Regions and Cities is joined by Jesse Shapins from Urban Partners. Together they discuss how Urban Partners’ involvement in projects on local, municipal and national levels can help to achieve climate action and social sustainability.

In their conversation, they cover the concept of green and thriving neighbourhoods and cities, emphasising the fact that “a great city is not just green buildings”. They also investigate examples of the repurposing of state land and efforts to improve the social landscape in less-advantaged areas.
Finally, they explore how to bridge the investment gap in climate action to ensure that local development is inclusive, green and accessible to all local communities.

Guest: Jesse Shapins - Co-Head of Neighborhood Investments at Urban Partners.

Better data for better policies: inequality and the digital economy

On a daily basis, we’re faced with a deluge of online content, only swelling further with the mainstreaming of generative AI and rising political polarisation. Improving our joint understanding of how people consume news, and how effectively they distinguish between fact and fiction, is one of the key challenges of our time.

The OECD Truth Quest Survey implements an innovative methodology to answer this question. With over 40,000 respondents across 21 countries, the survey provides unprecedented insights into media literacy and its implications for global policy making.

In this episode of Behind the Numbers, our host Ashley Ward is joined by OECD Head of Digital Connectivity, Economics and Society Molly Lesher to discuss the dangers of misinformation, overcoming measurement challenges, and the survey results so far.

Explore the work behind this innovative survey and learn how policymakers can use this data to create targeted strategies to fight misinformation.

Host: Ashley Ward, Advisor and Communications Manager (OECD Statistics and Data Directorate)

Guest: Molly Lesher, Acting Head of the Digital Connectivity, Economics and Society Division (OECD Directorate for Science, Technology and Innovation)

Can you handle the truth? Putting misinformation to the test with the OECD Truth Quest Survey

What happens when First Nations take the lead in shaping the future of clean energy and infrastructure in Indigenous communities? In this episode, we hear from Mark Podlasly, CEO of the First Nations Major Projects Coalition (FNMPC) and member of the Nlaka’pamux Nation in British Columbia. He speaks with Sinead Teevan from the OECD about how the coalition is helping First Nations secure ownership in major energy and infrastructure projects. The FNMPC, now representing 175 communities across Canada, focuses on the economic, environmental, and public policy interests of its members.

Together, they explore the power of Indigenous consent, the importance of equitable partnerships, and why integrating Indigenous values into policy and investment decisions isn’t just the right thing to do, it’s essential for reaching climate goals and long-term prosperity. With real-world examples, from clean energy projects to revenue-sharing agreements, this conversation highlights how economic reconciliation is not only possible, but already underway in Canada.

Looking ahead, Mark shares a bold vision: Indigenous communities not only participating in, but leading, global investment through Indigenous-controlled capital. And the world is taking notice. Groups from Australia, New Zealand, the US, and Latin America are reaching out to learn how First Nations in Canada are achieving results.

Host: Shayne MacLachlan, Public Affairs and Communications Manager at the OECD Centre for Entrepreneurship, SMEs, Regions and Cities

Power Shift: When First Nations Lead the Future

What happens when we flip the urban planning script — putting people, not cars, at the heart of our cities and regions? In this 15-minute episode, Professor Carlos Moreno - creator of the “15-minute city” and now a leading voice behind the “30-minute region” - joins the OECD’s Soo-Jin Kim to explore how we can build more inclusive, connected and resilient places.

From the sidewalks of Paris to rural areas reimagining public services, Carlos shares a bold vision of proximity, empowerment, and local opportunity. Tune in to hear how the future of urban and regional development might be just around the corner — literally.

Host: Shayne MacLachlan, Public Affairs and Communications Manager at the OECD Centre for Entrepreneurship, SMEs, Regions and Cities

Guests:
Carlos Moreno is a Franco-Colombian researcher and Professor at the University of Paris 1 Panthéon-Sorbonne, internationally recognised for developing the 15-minute city concept. From the 15-minute city to the 30-minute region: Rethinking how we live and connect

For far too long, healthcare performance indicators have centred on inputs—like funding and infrastructure—or processes—like hospital admissions or waiting times—without adequately capturing the experiences and outcomes of the people receiving care.

The OECD’s PaRIS Survey upends that dynamic, shining a light on how older people with chronic conditions feel about their care, how healthy they really feel, and how their everyday lives are affected.

The latest figures are now out: with over 107K patients in over 1800 primary care practices across 19 countries, the survey highlights that living longer doesn’t always mean living better, especially if care experiences are poor and chronic conditions aren’t managed in a way that reflects patients needs.

In this episode of the Behind the Numbers podcast, our host Ashley Ward is joined by OECD Health Economists Frederico Guanais and Michael van den Berg to explore the work behind this innovative survey.

Learn how policymakers, healthcare providers, and patients themselves can use these data to drive more people-centred healthcare.

Hope or hype: Can social innovation really deliver?

Even though 40% of young people would prefer to be self-employed, the reality does not match their aspirations. If young people were as active in entrepreneurship as 30- to 49-year-old men, there would be an additional 3.6 million more young entrepreneurs across OECD countries. In this episode of OECD podcasts, Alix Philouze chats to Elina Cohen-Peirano, CEO & founder of URONE and a young entrepreneur who founded her first company at the age of 17. They discuss all things youth entrepreneurship – from balancing entrepreneurship and studies to the policy challenges facing youth entrepreneurship and the legacy of the YEPA programme, tune in to hear from a young entrepreneur, in her own words.

Alix Philouze is a communications co-ordinator at the OECD Centre for Entrepreneurship, SMEs, Regions and Cities, where she works with both the SME and Entrepreneurship division and the Cities, Urban Policies and Sustainable Development division. She holds a degree in European Studies from Trinity College Dublin.

Youth entrepreneurs uncovered: Joni Rakipi, in his own words

Recent OECD data shows that less than 40% of young people aged 18 to 30 feel they have the skills and experience needed to start a business. https://www.oecd.org/content/dam/oecd/en/publications/reports/2019/12/the-missing-entrepreneurs-2019_668840b2/3ed84801-en.pdf In today’s episode, you’ll not only hear inspiring stories about young people who have turned their enterpreneurial dreams into realities, but we will discuss how youth entrepreneurship policies are helping bridge the skill and experience gap.

Recorded during the youth entrepreneurship policy academy (YEPA) Summit in Brussels, this session captures YEPA’s mission through an inspiring panel of three young entrepreneurs who share their journeys - including the highs, hurdles, and lessons learned. The discussion is moderated by Baptiste Mandouze, Social Economy Policy Officer at the European Commission, and features Adrian Davies, Elina Cohen-Periano, and Mateo de Bardeci. Let’s dive in and hear their stories.

Youth entrepreneurs uncovered: Dare to dream...YEPA panel special

Recent OECD data show that around one in ten people across member countries have no one they can rely on in times of need, underscoring the growing urgency of loneliness and social isolation. In today’s episode, we explore how one Parisian neighbourhood has decided to push back through the creation of a vibrant community movement that’s reshaping daily life.

Recorded with Patrick Bernard founder of La République des hypers voisins, and Marion Lagadic, an OECD colleague who is also a member of the collective, this conversation dives into how a small gathering in a local restaurant blossomed into a powerful neighbourhood network grounded in trust, conviviality, and mutual support. From organising a 1 500-person street banquet to creating WhatsApp groups that connect thousands of residents, Patrick and Marion share how intentional social ties can strengthen safety, wellbeing, and even help older neighbours remain in their homes.

Hosted by Amal Chevreau, Head of the Social Economy and Social Innovation Unit at the OECD, this episode also highlights the growing evidence on why community relationships matter, revealing how local initiatives can influence quality of life, reinforce social cohesion, and inspire new approaches to public policy.

COGITO Talks… La République des Hyper Voisins

The 2025 OECD Report Reinforcing Rural Resilience reveals that OECD regions have seen a significant loss of forests, with approximately 10% of their forest cover disappearing between 2000 and 2020. This decline is driven by a combination of factors, including land conversion for agriculture, urban expansion, and the increasing demand for natural resources. Some countries and regions have experienced even more severe losses, particularly in areas where deforestation and forest fires have been widespread. This loss of forest cover has profound implications for biodiversity, carbon sequestration, and the overall health of ecosystems highlights the changes in forest cover across different OECD countries and regions, providing a snapshot of the environmental challenges faced by rural areas.

To discuss solution-based approaches to this issue, we do not need to necessarily turn to new innovations or technologies, but rather we can look to past wisdom of indigenous knowledge in how to care for nature in a long-sustaining manner. To discuss such approaches, Shayne MacLachlan from the OECD sits down with two impressive scholars, Edson Krenak from Cultural Survival, Brazil and Adwoa Serwaa Ofori, from University College Dublin. This conversation took place at the 2025 OECD Latin American Rural Development Conference, Rural-Urban Connections: Pathways to Sustainable Development in Rio de Janeiro, Brazil. Have a listen.

COGITO Talks… Roots of Wisdom: Indigenous Perspectives for Policy Makers

Rural populations are shrinking. In 11 of the 29 OECD countries included in the OECD Reinforcing Rural Resilience report (https://www.oecd.org/en/publications/reinforcing-rural-resilience_7cd485e3-en.html), rural populations are declining, not only as percentage of national populations but also in absolute numbers. Rural regions close to cities are also exposed to this trend, particularly if their populations tend more easily to move to urban areas. Despite not being an OECD Member country, Kazakhstan is experiencing similar trends. During the Soviet Union, its urban population was 53% but today that percentage has increased to 63%. Now only 37% of its population is living in rural areas, with only 5% of its GDP coming from the agricultural sector.

Discussing all things decentralisation, digitalisation and democracy in Kazakhstan, Shayne MacLachlan from the OECD has a conversation with Zhanerke Kochiigit. This conversation took place at the 2025 OECD Latin American Rural Development Conference, Rural-Urban Connections: Pathways to Sustainable Development (https://www.oecd.org/en/events/2025/11/oecd-latin-american-rural-development-conference.html) in Rio de Janeiro, Brazil. COGITO Talks… From vanishing villages to vital visions: The future of rural Kazakhstan

The OECD Report for Regional Policy for Greece Post-2020 (https://www.oecd.org/en/publications/regional-policy-for-greece-post-2020_cedf09a5-en.html) revealed that 32% of the population lives in predominantly rural regions which is significantly higher than the OECD average share of rural population which is around 25%. Of those living in predominantly rural regions (~3.4 million people), roughly 3 million live in remote rural regions meaning Greece has one of the largest shares in this demographic among OECD countries.
Recorded live from the OECD Rural Development Conference in Rio de Janeiro, Greek officials Vasiliki Pantelopoulou (Secretary-General of the Partnership Agreement) and Christos Kyrkoglou (General Director of Monitoring and Implementation) explain Greece’s approach to rural urban development under the European Union’s Cohesion Policy and the role of Integrated Territorial Investments (ITIs). They describe their respective roles in coordinating and implementing programmes financed through the Partnership Agreement, stressing the importance of integrating urban and rural policies. Sit back, relax and take a listen!

COGITO Talks… Lean on Me: Three pillars for rural prosperity

India's rural areas are developing at an extraordinary rate, and it poses both challenges and extraordinary opportunities to rethink development at a large scale. Across the OECD, over nine in ten households are now connected to the Internet, but in rural regions connectivity still lags behind, with only about 89% of rural households having even a basic broadband connection. https://www.oecd.org/en/publications/2024/11/oecd-digital-economy-outlook-2024-volume-2_9b2801fc.html

India reflects these contrasts in its own way, but the speed of change is remarkable. Over the four years ending in December 2024, internet penetration in rural India surged from 59% to 78%, a jump that outpaced urban growth, which rose from 77% to 90% over the same period. https://telecom.economictimes.indiatimes.com/news/industry/indias-rural-subscribers-to-primarily-drive-arpu-growth-in-fy26-crisil/121130745

COGITO Talks… Click, Vote, Grow: How India is 'rural proofing' its future

Imagine a world where rural and tropical regions aren’t struggling backwaters, but breeding ground for fresh ideas, new jobs and sustainable growth. According to OECD’s Rural Innovation Pathways, rural innovation isn’t just a smaller copy of what happens in cities, it’s different: rooted in community‑led projects, adaptive agriculture, renewable energy, social enterprises and creative responses to local needs. https://www.oecd.org/en/publications/rural-innovation-pathways_c86de0f4-en.html
The “tropical economy” vision isn’t pie‑in‑the‑sky, it fits squarely within OECD’s roadmap for leveraging natural capital, innovation and place‑based assets to build resilient, inclusive, future‑oriented rural economies.

In today's episode of our #FromtheGroundUp series, Betty-Ann Bryce (OECD) sits down with Ingo Plöger (CEAL), for a conversation to explore how tropical regions, with abundant natural resources, rich biodiversity and favourable climate, can become engines of sustainable growth, innovation and resilient rural development. Have a listen and find out what in the world is the Tropical Economy!

Ingo Plöger is a Brazilian-German engineer, entrepreneur and business leader deeply engaged in strengthening ties between Brazil, Europe and Latin America. He is currently the International President of The Business Council of Latin America (CEAL). He holds a degree in Mechanical Engineering from the Technische Universität Darmstadt (Germany) and a postgraduate degree in Economic and Labor Sciences from the Technische Universität München.
Over his career he served as Executive President of the historic São Paulo firm Cia. Melhoramentos and today is founder and president of the consultancy firm IPDES, which supports institutional, corporate and cross-border business development. He participates in the boards of several major national and multinational companies and holds advisory roles with organisations like Robert Bosch GmbH among others.
As of January 2026, he will assume the presidency of ABAG, the main agribusiness association in Brazil, reinforcing his commitment to sustainable, competitive and globally connected agriculture and agro-industry.

COGITO Talks… What in the World is the Tropical Economy?

With hundreds of sustainability and impact labels in circulation, how can consumers, policymakers and investors identify organisations that really do put people over profit? And why does it matter for the social economy?

In this episode of Cogito Talks, Shayne MacLachlan is joined by Ruben Rebelo from the European Commission and Sofija Rakcejeva from the OECD to explore how labels can do more than just make social economy more visible and easier to support but also help people do better.

Drawing on a recent joint OECD and European Commission report, we will unpack the different types of labels that exist, from those exclusively for social economy entities to broader impact and financial labels, and discuss how they can guide funding, policy decisions and consumer choices.

Host: Shayne MacLachlan, Public Affairs and Communications Manager at the OECD Centre for Entrepreneurship, SMEs, Regions and Cities

Rúben Rebelo is a policy officer currently serving at the Directorate-General for Employment, Social Affairs and Inclusion of the European Commission. He joined the ‘Social and Inclusive Entrepreneurship’ unit in 2021 and is working on the implementation of the Social Economy Action Plan. He was involved in drafting and negotiating the Council recommendation on developing social economy framework conditions, and in publishing the Special Eurobarometer on the social economy in the lives of Europeans.

Sofija Rakcejeva is a policy analyst in the Social Economy and Innovation Unit at the OECD Centre for Entrepreneurship, SMEs, Regions and Cities, where she analyses the contribution of the social economy to policy priorities such as affordable housing and social inclusion, as well as framework conditions that can increase its impact, including labels, taxation and access to finance. Before joining the OECD, Sofija co-authored two technical briefs and contributed to due diligence of microfinance projects at the Council of Europe Development Bank.

Sofija holds an MA in International Economic Policy from Sciences Po and a BA in History, Politics and Economics from University College London.

Labels matter: Putting people over profit

Data is the lifeblood of the modern economy - powering decision-making, daily life, and the AI revolution. But governing data is full of trade-offs: openness and trust vs privacy and regulation; cross-border sharing vs sovereignty; and timeliness vs quality.

In this episode of Behind the Numbers, host Ashley Ward is joined by OECD Chief Statistician Steve MacFeely to explore why data governance has become a core policy challenge - and what it means for the future of official statistics and AI.

We follow Steve’s journey from Cork to Geneva to Paris; unpack his thoughts on metadata; and find out where he thinks the international statistical community should double down – or back off – over the coming decade.

Host: Ashley Ward, Director’s Office Advisor and Communications Manager (OECD Statistics and Data Directorate)
Guest: Steve MacFeely, OECD Chief Statistician (OECD Statistics and Data Directorate)

AI in small businesses: hype, hope or hard reality?

AI is changing how citizens, journalists and policymakers find facts. Instead of going directly to statistical databases, more users are turning to AI assistants and chatbots to retrieve, interpret and reference official statistics.

In this first episode of Statistics in the AI Era, OECD Chief Statistician Steve MacFeely speaks with André Loranger, Chief Statistician of Canada and head of Statistics Canada, about what trusted public data means when AI becomes the interface between society and statistics.

They discuss metadata, evolving data quality frameworks, hallucination risks, responsible AI use within statistical organisations, and whether AI should be treated as a new kind of user.

The episode also explores Statistics Canada’s 2030 vision and the mix of skills statistical offices will need to protect quality, transparency and public trust in the AI age.

AI and the future of official statistics with André Loranger - Chief Statistician of Canada

As AI assistants, search engines and chatbots become intermediaries between users and information, official statistics face a new usability test: can authoritative public data be found, understood, sourced and used correctly by both humans and machines?

In the second episode of Statistics in the AI Era, OECD Chief Statistician Steve MacFeely speaks with Prem Ramaswami, Head of Google Data Commons, about the practical work needed to make trusted statistics understandable to people and legible to AI systems.

Prem argues that the challenge is not only to publish reliable data, but to make it easier to discover, connect and use. He explains why fragmented datasets impose a hidden “data tax” on analysts, why AI systems need data that is well sourced, auditable and reproducible, and why statistical organisations should start with machine-readable metadata.

The conversation also explores practical AI use cases across the statistical pipeline - including data collection, data cleaning, sharing and tailored policy outputs - as well as the need for public-private partnerships where technology companies help, and statistical institutions hold them to account.

Making good data easier to find and use with Google's Prem Ramaswami

Governments are moving from discussing artificial intelligence to deploying it. But what does responsible AI look like when it is used inside large public administrations, across real services, using real people’s information?

In Episode 3 of Statistics in the AI Era, OECD Chief Statistician Steve MacFeely speaks with New York State Chief AI Officer Eleonore Fournier-Tombs, about the practical work of implementing AI across government while maintaining public trust.

They discuss the emerging role of Chief AI Officers, AI use cases in public service delivery, code modernisation and geospatial analysis; the data governance foundations needed for AI; and how risk assessments, acceptable-use policies and human oversight can make responsible AI operational.

The conversation also explores workforce impacts, the importance of upskilling and consultation, and the need for a governance model that gives agencies room to experiment while ensuring the highest-risk use cases receive extra scrutiny.

Governing AI in the Public Sector with NY State's Chief AI Officer Eleonore Fournier-Tombs

Behind every statistic is a human-scale question. What is a safer commute worth? How much do people value cleaner air? And how can policymakers compare the cost of an intervention with the benefit of reducing mortality risk across a population?

In this episode of Behind the Numbers, our host Ashley Ward speaks with Olof Byström from the OECD Environment Directorate and Ståle Navrud from the Norwegian University of Life Sciences about the Value of a Statistical Life, or VSL. They explain what this frequently misunderstood measure means, what it doesn’t, and why it matters for evidence-based policymaking.

The conversation explores how economists estimate people’s willingness to pay for small reductions in mortality risk and what the OECD’s global meta-analysis of more than 4000 VSL estimates can add to the evidence base. Is also considers how this evidence can support more transparent and consistent decisions on air quality, road safety, food safety, chemicals management and other policies to protect human health.

What is the Value of Statistical Life?

Major sporting events can bring huge crowds and investment to host cities, but how much of that opportunity reaches local businesses? In this episode, Shayne MacLachlan from the OECD speaks with scientist, entrepreneur and investor Riana Lynn about what the 2026 FIFA World Cup meant for local food businesses in Atlanta and Mexico City. Drawing on her experience in both host cities, they explore how restaurants, food vendors, farmers and suppliers benefited from the tournament, and why some businesses were better placed than others to seize the opportunity.

Looking beyond the final whistle, they discuss what host cities can do to turn a few busy weeks into a lasting legacy. From supporting small businesses and local supply chains to celebrating neighbourhood culture and creating opportunities that endure after the crowds have gone, the conversation asks how global sporting events can leave local economies stronger long after the tournament ends.

Podcast host: Shayne MacLachlan - Public Affairs and Communications Manager at the CFE.
As Public Affairs and Communications Manager, Shayne engages with policy issues concerning SMEs, tourism, culture, regions and cities to name a few. He has worked on a number of OECD campaigns including “Going Digital”, "Climate Action" and "I am the future of work".

COGITO Talks… Goals, grills and growth: What the World Cup meant for local business

The need for budget reform is growing, but securing public support for reform is becoming harder. How can governments get the public onboard for difficult budget choices? In this episode, OECD hosts Ricardo and Scherie discuss the findings of the OECD report The People and the Budget: Empowering Public Understanding of Public Finances. They explore why technical debates about public finances often fail to connect with citizens, and how clearer communication, stronger engagement and more effective fiscal institutions can help build support for long term reforms and sustainable public finances.

Signed, sealed, delivered? Bringing people along for budget reform

There’s a particular moment, familiar to almost everyone who receives a payslip, when optimism meets reality. You see your gross salary – that encouraging number at the top – and then your eyes begin the slow downward journey. Line by line, contribution by contribution, acronym by acronym, that number starts to shrink.

In this episode of Behind the Numbers, our host Ashley Ward is joined by Alexander Pick and Edoardo Magalini from the OECD Centre for Tax Policy and Administration to unpack Taxing Wages, the OECD’s flagship report on labour taxation.

The episode explains the “tax wedge” – the gap between an employer’s total cost of hiring and an employee’s net take-home pay – and explores what the 2026 edition reveals about taxes, social contributions and benefits across OECD countries. It also looks at why household circumstances matter, including how tax systems can influence the choices couples make about whether both partners work, how much they work and how they balance paid work with family responsibilities.

The office of the future…now with Vitra’s Raphael Gielgen

Globalisation has brought major benefits for businesses, but at the same time it has enabled large multinational firms to book their profits in countries with low or no tax, rather than where they carry out their business activity. Governments lose out because shifting profits in this way can erode the tax base. Moreover, the digital economy adds to the challenge of working out how much international companies owe in tax and to which countries, in part because digital firms may not have a physical presence in the places they do business in. The OECD, which launched the Base Erosion and Profit Shifting (BEPS) initiative in 2013, has been leading international talks to address these issues, and is aiming towards a landmark agreement on new tax rules in 2021. Grace Perez-Navarro, deputy director of the OECD Centre for Tax Policy and Administration, explains the issues.
