This article aims to analyze the main innovation initiatives adopted by the City Hall of Rio de Janeiro between 2010 and 2023, focusing on the Rio Operations Center (COR), the expansion of Public-Private Partnerships (PPPs), and open data policies, evaluating their impacts on public service quality in urban mobility and infrastructure. The methodology adopted a qualitative approach grounded in documentary research of decrees, management reports, and institutional portals, combined with a literature review. The main results show significant gains in prompt emergency response capacity by COR, higher investments via PPPs, and increased transparency through open data. However, limitations regarding financial sustainability in the post-megaevents period and asymmetries in social data appropriation were identified. It concludes that technological and contractual innovation requires continuous strengthening of the municipality's regulatory and institutional capabilities to ensure long-term, equitable public management improvement.
