Network Settings option to restrict Snippets menu does not work

Hi,

I’m running Code Snippets on a WordPress Multisite network and I’m trying to restrict the Snippets menu to Super Admins only.

Expected Behavior: According to the documentation, unchecking the “Snippets” box in Network Admin → Settings → Menu Settings should restrict access to all Snippets menus to Network Administrators only.

Actual Behavior: After unchecking the “Snippets” box and saving, regular site administrators can still see and access the Snippets menu on their subsites.
