Tag creation ignore tag privacy setting #1001

Bug Description
When creating a new tag, either by adding it to an existing link in the link edition, or by replacing an existing tag by a new tag , the tag is created as private, even if the Default Tags visibility setting is set to public.
How to reproduce
- go to settings.
- set default tag visibility to public
- add a new (public) link.
- Edit the link, and add a new tag.
- the new tag is private.
Expected behavior
New tags are public when Default Tags visibility setting is set to public.
