[doc] Add a download entry for tiering service jar

Description

When I am going to run tiering service locally, I can't find anywhere to download the tiering service jar.
e.g. fluss-flink-tiering-0.7.0.jar

Suppose it should be able to download in this page.

@luoyuxia ok... it is hard to find. I built this jar from source code yesterday. no block for me now.
I think we can also add an entry in our centralized download page https://alibaba.github.io/fluss-docs/downloads/ . Users like me always directly go to this page to download packages, and doesn't expect that there is another download link in the doc.
what do you think? If agree, I can make a quick PR to add it.
