Description
Disable onnx pipeline and remove onnx unit tests until we can forward port the onnx work from v1.x branch.
The onnx tests in master were incorrectly running for every pipeline. We need to mark the onnx tests in a category and prevent them from running in all pipelines except for the onnx pipeline.
