Problem: There is no flag to enable Tendermint RPC endpoints #771
Description
Proposal: Add a flag to enable Tendermint RPC endpoints
Current behavior: Right now the only way to enable this endpoints is by modifying the app.toml file manually.
Use case: This is important for integration with Tendermint base tools such as Keplr.
