VPP token assignment UI remains writable in gitops mode

💥  Actual behavior

customer-kokkola stated they were able to assign VPP tokens to teams even though Gitops mode was enabled for Fleet server.

🛠️ To fix

• @noahtalerman: On the Settings > Integrations > Apple Business Manager (ABM) page, disable the Edit teams button, and show the GitOps mode tooltip on hover, in the actions dropdown if GitOps mode is enabled:

• The user should still be able to select Renew and Delete. These actions aren't possible in GitOps today.

🧑‍💻  Steps to reproduce

1. Confirmed user was in Gitops mode as expected
2. Verified that they were able to assign VPP tokens to teams

• @PezHub: I was able to confirm the Actions menu is editable in GitOps mode even tho it should be greyed out with a tooltip similar to the menu for ABM team assignments (pictured below)
