pandas-gbq 1.0: 100% unit test coverage

To make a 1.0 release, I'd be more comfortable with 100% unit test coverage, like we require for other googleapis Python client libraries.

Note: we have no plans to release a v1.0 or take this library to GA in the near future, but test coverage can still be improved.
