Description

This PR updates the packages updated in the PR #4657 according to the botbuilder compatibility.

Specific Changes

• Updated minimatch from ^3.0.4 to ^4.0.0.
• Updated jsonwebtoken from ^9.0.0 to ^9.0.2.
• Updated @types/node-forge from 0.9.5 to 1.3.1.
• Updated semver from ^7.5.2 to ^7.5.3.
• Updated node-forge from ^1.3.0" to 1.3.1.
