Link tooltip in terminal is cut off when in first line

Steps to reproduce:

1. Hover on any link in the frist line of integrated terminal.
2. The link's tooltip is cut off.

VS Code version: Code 1.23
OS version: Linux x64 4.13.0-39-generic
