As a Nextcloud app dev I might have an expensive repair step that is not critical to execute at the upgrade. Right now all app repair steps are executed right away, slowing down the upgrade.
Describe the solution you'd like
Open the concept of expensive repair steps to apps. It's already used in server. Example: #45930.
Repair steps are registered in info.xml. A simple attribute on the <step/> element could indicate expensiveness.
