Pull request overview
Adds Debian (.deb) packaging to the binaries workflow so Linux release artifacts can be repackaged into installable Debian packages for amd64 and arm64.
Changes:
- Introduces a new
debGitHub Actions job that downloads the existing Linux tarball artifacts and builds.debpackages for amd64/arm64. - Adds basic validation by installing the generated
.debon the runner and runningstellar --version. - Uploads the
.debas a workflow artifact (and to the release via the existing upload action on release events).

Generate package for Debian systems.
Why
So Debian users can have a .deb option. In the future, we may promote this .deb to the debian repo SDF maintains.
