If I have no connection to github, v doctor will hang

Reproduction Steps

In a local LAN which has no connection to github, run v doctor

v doctor

Expected Behavior

show system infomation

Current Behavior

hang for a long time

Possible Solution

add a flag to v doctor, for example -skip-github ?

Ouch that is not good. Maybe the git command can be launched in a sub process with a short timeout

You can set 2 timeout values for git...

http.lowSpeedLimit, http.lowSpeedTime::
	If the HTTP transfer speed, in bytes per second, is less than
	'http.lowSpeedLimit' for longer than 'http.lowSpeedTime' seconds,
	the transfer is aborted.
	Can be overridden by the `GIT_HTTP_LOW_SPEED_LIMIT` and
	`GIT_HTTP_LOW_SPEED_TIME` environment variables.

I've added both a timeout of 5.1 seconds in 9a8961f and support for v doctor -skip-github to avoid the fetch completely in 0893a72 .

I could not see a suitable configuration option in the git manual, and the ones I tried, did not work reliably, when I tested with no connectivity (unplugged WAN cable to my router).

I implemented the timeout with a separate V command: v timeout 5.1 "git -C . fetch V_REPO" instead.

http.lowSpeedLimit, http.lowSpeedTime::

Those affect only the transfers, but the timeout happens in the DNS lookup, in the case I tested, and is not affected - it was always ~20 seconds no matter what options I passed.
