SplinterCon’s program is shaped by a committee of researchers, technologists, activists, and policy experts, who carefully review all speaker and participant applications. Each submission is evaluated individually, with a focus on original research, real-world case studies, and practical tools that contribute to a deeper understanding of national splinternets, censorship circumvention, and digital sovereignty.

We prioritise voices from affected communities, frontline technologists, and those working at the intersection of policy and infrastructure research. Proposals are assessed based on their relevance, originality, and practical impact, ensuring that SplinterCon remains a space for the most urgent and insightful discussions in the field.
