The "New Disaster Weather Information System" will take effect tomorrow afternoon (May 28), reorganising alerts by hazard type and warning level. An update to the NERV Disaster Prevention app will be available following the JMA system transition. Please update once available.
Title slide reading “NEW DISASTER WEATHER INFORMATION SYSTEM FROM 2026/05/28” with NERV Disaster Prevention branding. The slide announces the NERV Disaster Prevention app's support for the new disaster weather information system, which will enter operation by the Japan Meteorological Agency from the 28th of May, 2026.
Slide titled “What’s Changing?” summarising Japan’s new disaster weather information system.
- Heavy Rain, Landslide, Flooding, and Storm Surge warnings are being reorganised into a unified 5-level system.
- A new “Level 4 Urgent Warning” has been introduced between the standard "Warning" and "Emergency Warning" levels.
- Flooding warnings apply only to designated major rivers, while smaller river flooding is communicated through Heavy Rain warnings.
- Hazards without numbered warning levels do not have a "Level 4 Urgent Warning" equivalent, and residents are advised to follow evacuation information issued by local governments before "Emergency Warnings" are issued.
Slide titled “Weather Warnings and Advisories Split into 3 Systems” showing how Japan’s new disaster and weather warning structure is divided by hazard type.
- Heavy Rain, Landslides, Flooding, and Storm Surge use a 4-stage progression, with Level 2 Advisory, Level 3 Warning, Level 4 Urgent Warning, and Level 5 Emergency Warning.
- Snow Storms, Strong Winds, Heavy Snow, and High Waves follow a 3-stage system (Advisory, Warning, Emergency Warning) without Level 4 Urgent Warnings.
- Thunderstorms and several other hazards are issued with advisories only, with no Warning, Urgent Warning, or Emergency Warning levels.
Slide titled “Types of Weather Warnings and Advisories” explaining Japan’s new disaster weather information system. A table compares hazards with and without numbered warning levels. Heavy Rain, Landslide, Flooding, and Storm Surge use a 5-level system from Advisory (Level 2) to Emergency Warning (Level 5), including a new Level 4 “Urgent Warning.” Blizzard/Snow Storm, Strong Winds, Heavy Snow, and High Waves do not include a Level 4 warning. Thunderstorms and several other hazards issue advisories only.

Do not stop evacuating until the Tsunami Warning has been lifted. Tsunami waves can hit repeatedly and get even higher. Keep evacuating to higher ground if possible. Do not return under any circumstances until the Tsunami Warning has been lifted. (1/2)

Do not underestimate the strength and power of a tsunami. A Tsunami of just 40cm is enough to knock you off your feet and sweep you away. Tsunami can surge up rivers and continue inland. Stay away from rivers and bodies of water until the warning has been lifted. (2/2)
