    REST IN PEACE 💔 The first confirmed victim from Wichita in last night's plane crash in DC has been identified as civil rights attorney Kiah Duggins. Former Sedgwick County Commissioner Lacey Cruse confirmed Duggins' passing, saying she was a "brave and beautiful soul."
