    🇷🇸#Serbia has an obligation to facilitate peaceful assemblies without unjustified or excessive use of force by police and to prevent violence, in line with its human rights commitments. Promoting dialogue & accountability are the best way forward to de-escalate current tensions.

    ODIHR is shocked by the video footage apparently showing the execution of Armenian #POWs, and calls for an immediate investigation of this and past reported crimes targeting civilians at the Azerbaijani-Armenian border. All parties to any conflict must respect international law.
