- some of you donโt pay enough attention to the fact the council functions in a democratic manner where majority rules. one seat for zaun will ALWAYS be outvoted.I think the criticism of Cait giving her seat at the council to Zaun as being โnot enoughโ is vapid. Zaun has a seat with the FULL backing of the Kiramman house. That influence alone is power the city never had. The conflict is ongoing. They can only work towards positive change
