Document Latest Tool Versions packaged in the Omnibus image

Per #206 and #307 instead of pinning, we now package the latest tools versions that's currently available on every BitOps release.

The are 2 places that should make the versioning discoverable by the users:

• Documentation so it's clear for someone what are the latest tool versions
  • https://bitovi.github.io/bitops/versioning/
• Release Changelog, so the version progression for each release could be tracked: Terraform v1.2.3 -> v2.3.4
  • https://github.com/bitovi/bitops/releases
