[SF][Toolbar]: [Popover can't be opened when toolbar button is overflow]

Describe the bug

When ToolbarButton is overflow into ... button, then the popover can't be opened.

Can't set accessibleRole for the ToolbarButton, if the button works like a link, then it will cause A11y issue.

When ToolbarButton is overflow into ... button, then the popover can't be opened.

You can prevent this behavior by calling event.preventDefault() in the onClick handler of the ToolbarButton. Please see the description of the onClick prop:

Note: Call event.preventDefault() inside the handler of this event to prevent its default action/s.

We will add a note in our example, so this behavior becomes clearer (PR).

Please create separate issues for individual bugs, this way it's easier maintain for us. In this case you can create a new one directly in the ui5/webcomponents repo, as the Toolbar and all of its subcomponents are developed there.
