SMS verification not received — Ukraine, lifecell (+38063) #29783

Problem

SMS verification codes are not arriving for my Ukrainian lifecell phone number (+38063). The client received HTTP 200 OK when requesting the code, but the SMS did not arrive.

Please check whether the SMS was dispatched, whether the SMS provider rejected it, and whether delivery restrictions affect Ukrainian lifecell numbers.
