fix: queue workers on cloud concurrency limit instead of failing tests - #310

WalkthroughThe change adds 60-second install and 15-minute allocation timeout defaults. Device allocation now supports abort signals and cleans up disconnected clients. Fixtures apply allocation timeouts separately from test timeouts. 🩺 Stability & Availability | 🟠 Major | ⚡ Quick win
Start a total request deadline before request().
The node:http ClientRequest.setTimeout() timeout starts only after a socket is assigned and connected. A stalled DNS lookup or TCP connection can exceed requestTimeout. The release, isAppInstalled, and recordAppInstalled calls can therefore remain pending. This can stall fixture setup or teardown because packages/test/src/fixtures.ts awaits these calls and has no outer timeout for them.
Start a timer or AbortSignal before request(), and clear it when the request settles.

Summary
Running with more workers than the cloud account's concurrency (e.g.
workers: 3on a concurrency-1 mobilenext account) failed every test. Reproduced on milliways: 0/17 passed, 16 tests died in 4 seconds with429 concurrency_limit, the remaining one hit the test timeout while the device was still provisioning.Four fixes, each with a failing test written first:
429 concurrency_limitnow throwsNoDeviceAvailableError, so the pool re-queues the worker until a device frees up (same contract mobilecli already follows) instead of failing the test.closelistener was attached after the socket had already closed. Every later worker then queued forever. The pool now releases immediately when the response is already destroyed.HttpDevicePoolClient.allocateaccepts anAbortSignalso a caller that gives up tears its request down.use.allocationTimeout(default 15 min) covers queue wait + cloud provisioning on its own clock. Thedevicefixture no longer runs on the test timeout, so a long Sauce/BrowserStack/mobilenext queue cannot eat the test body's budget.installTimeoutnow defaults to 60s instead of unbounded. Pool and fleet client follow the same value.disconnect()waited for a close handshake a dead peer never answers; on a network drop that held fixture teardown for ~16 min (OS TCP timeout). Now bounded by a 5s grace timer that terminates the socket.Docs and README updated for the new and changed timeouts.

With workers > concurrency, each test completion still triggers one 429 probe per queued worker. Harmless, but the pool could remember the cap. Follow-up.
