GlobalABC at COP31

COP31 is the 31st session of the Conference of the Parties under the United Nations Framework Convention on Climate Change (UNFCCC), hosted by Türkiye in Antalya in November 2026. The summit brings together heads of state, ministers, scientists, business leaders and civil society representatives from nearly 200 countries to negotiate and advance collective climate action.

At COP31 in Antalya, GlobalABC will continue to champion ambitious climate action for the buildings and construction sector through high-level dialogue, strategic partnerships and collaborative initiatives.

Building on the momentum from previous COPs, GlobalABC will work with its members and partners to advance practical solutions across the built environment — from sustainable and affordable housing and low-carbon construction to energy efficiency, resilience and sustainable cooling.

Throughout the lead-up to COP31, GlobalABC will convene and engage governments, cities, businesses, practitioners, researchers and civil society to:

  • Share practical solutions, best practices and scalable approaches for a zero-emission, resilient and sustainable built environment;
  • Strengthen collaboration across the buildings and construction community;
  • Help connect climate commitments with the policies, investment and implementation needed to deliver them.

Further information on GlobalABC’s activities at COP31 will be shared as plans are confirmed.

Resilient Cities, Buildings and Cooling Pavilion

Where cities, buildings and cooling come together for climate action.

At the 2026 United Nations Climate Change Conference (COP31), the UNEP Cool Coalition, the Global Alliance for Buildings and Construction (GlobalABC), UN-Habitat and İlbank are co-hosting the Resilient Cities, Buildings and Cooling Pavilion.

Cities, buildings, and cooling are deeply connected. The choices we make about how we design and build, manage rising temperatures, finance infrastructure and plan for climate resilience will shape both global emissions and the lives of billions of people.

The challenge is not simply to identify solutions, but to put them into practice and bring them to scale.

Located in the Blue Zone, the Pavilion will bring together governments, cities, industry, financial institutions, practitioners and civil society to explore how climate ambition can translate into action on the ground.

Through a dynamic programme of events and exchanges, the Pavilion will connect policy, finance, technical expertise and local experience  creating opportunities to share solutions, build partnerships and accelerate implementation.

What to expect:

  • High-level dialogues, connecting global and national priorities with the realities facing cities and communities.
  • Technical sessions, showcasing practical work across housing, buildings, municipal infrastructure and sustainable cooling.
  • Partner-led events, bringing perspectives from different regions and sectors to the main stage, creating space to share evidence, compare approaches and discuss what can help promising solutions move from plans and pilots to wider implementation.
  • Informal exchange, allowing conversations started during events to continue in the Pavilion’s meeting and networking spaces.

Cop31 Webinar series

To ensure Pavilion sponsors, members, and key partners remain aligned and actively involved in shaping this high-profile platform, GlobalABC and the Cool Coalition are organizing a series of focused webinars. These sessions will keep stakeholders updated on Pavilion milestones, foster coordination across diverse partners, and create space for collective input on programming, logistics, and communication plans ahead of COP31.

Webinar 4 - Empowering women to boost climate action in buildings: a pitch session | 24 September, 17:00-18:15 CEST

On the run-up to COP31, this webinar will make one pitch: without women, the world cannot reach globally adopted climate targets for the buildings sector such as the reduction of 25% in building energy intensity. Gender inclusion frontrunners in the sector will pitch their work on initiatives that show: for each building sector challenge, there is an implementable gender solution. Participants will have the chance to ask questions and exchange on how those solutions could be useful in their contexts.

Webinar 7 - From Market to Materials: Accelerating the Transition to Low-Carbon Construction | 29 October, 14:00-14:45 CEST

Buildings and cooling sit at the centre of this implementation challenge. They shape energy demand, emissions, resilience, affordability and quality of life. They are also directly linked to some of the most urgent pressures facing countries and cities, including rapid urbanisation, extreme heat, housing needs, energy security, affordability, sustainability and resilience. Advancing decarbonised and resilient buildings alongside sustainable cooling solutions is therefore critical to achieving climate, development and resilience goals.

This webinar, organized by the UNEP-hosted Global Alliance for Buildings and Construction (GlobalABC), will showcase the latest tools, practices, approaches, and initiatives that can help to accelerate market transformation and the transition towards sustainable building materials. Through practical examples, participants will gain insight into digital innovation, construction practices and whole-life carbon assessment that support the decarbonisation of the sector across the buildings lifecycle.

Webinar 8 - Advancing the Built Environment Decarbonization: The Role of Commercial Banks in Scaling Finance and Demand | 5 November, 14:00-15:00 CEST

Building on engagement with banks since 2022 and findings from the recent policy document Accelerating Building Renovation at Scale: How Policymakers Can Help Unlock Homeowner Demand and Private Finance, this session will examine how banks are contributing to unlock demand and finance for building retrofits. Speakers will share practical approaches to addressing investment barriers and scaling decarbonization in the built environment.

The webinar will feature a practical overview of current banking practices in the buildings sector, followed by three case studies from international banks sharing their experiences, challenges and lessons learned. Discussions will cover approaches to financing energy-efficiency retrofits, engaging clients and policymakers, unlocking market demand and mobilizing investment for housing resilience and affordable housing, including perspectives from emerging and developing markets.

The webinar aims to foster dialogue between financial institutions and GlobalABC members from industry, policy and academia, while showcasing practical examples that can help accelerate the decarbonization, resilience, and affordability of the built environment.
