Currently internal buffers does not respect that identifiers in FB4+ can be 63 character long and they can be UTF8. So in total 63*4=252 bytes

Yes it most likely is, that's why identifier length is 64-1 or 32-1

These still have 32 bytes. Does it mean we can only extract 32-bytes? What about Unicode align? I'm I so confused.

There is a way to get full name via isc_dsql_sql_info() but that will require some additional work.

Better yes. Also you will avoid cases when 20 elements in ISC_STATUS is not enough and status vector is truncated.

Internally this low-level call is really used to query information.

Since this requires additional API calls, maybe it's worth introducing a new fetch flag?

$row = ibase_fetch_object($q, IBASE_LONGNAMES);

Or something similar.
Padding UTF-8 byte sequences would be nice nonetheless.

If we don't get the information automatically then yes, we need a flag. I think we should add ini param too.
