Trump denies skipping New York event because he couldn't speak, saying he was invited to Pentagon instead. But he hasn't explained why he isn't doing both. On other big anniversaries, Bush (1st and 5th), Obama (10th) and Biden (20th) visited all three attack sites the same day.
