If you inundate Chicago skyline with plants, it'd worsen it IMO. Like imagine rooftop gardens or in balconies in this shot (assume if the climate allowed it). It'd change Chicago into Bangkok. Chicago's skyline is incredibly sterile and befitting of its regional climate.
I think people value the *contrast* of concrete + plants. Barren desert dunes with a single tree is also beautiful just as you see a thick forest beautiful. But, I generally agree with your thrust that plants make things beautiful. I am sure, someone will challenge me that even
