'make check' should be a superset of 'make all'

It's pretty common for 'make check' alone to be the target that verifies that the build work, but we have targets (fuzzer, docs, etc) that are part of 'make all' but not 'make check'. This can be confusing.

is in the test.mk file. Is this not what's happening?

Somebody said that make check didn't build the fuzzer, but I just checked and it does. Closing this.
