The semicolon_in_expressions_from_macros lint previously suppressed
warnings about non-local macros. This masks a lint that will
subsequently become a hard error.

Stop suppressing it, dropping the is_local flag and check.

Fix the test for this case to now expect the error. Drop a separate test
that depended on the lack of error (and that specifically notes it
should be dropped once the lint becomes a hard error).

This PR greatly expanded the scope of a report-in-deps lint by adding the non-local macro case. Such a change should IMO not have been done without crater, so I see a bit of a process failure here. Even when the unexpected fallout was noticed and a subsequent PR split the lint to decrease its impact, the report-in-deps was kept and nobody involved started a crater run. That's not great.

- Iteration on `RangeInclusive` (`a..=b` ranges) is now [optimized
  better in some circumstances]
  (rust-lang/rust#155114). As a side effect
  of this, the behavior of `RangeInclusive` values that has already
  been exhausted (as an iterator) has changed. For example, the
  return values of `start()` and `end()` on such ranges may return
  different values, and using such ranges as slice indexes may have
  different behavior. These behaviors were not guaranteed to be
  stable, so these changes are considered to not be breaking changes.

  integration tests from the crate providing the macro get compiled
