Rollup merge of #163254 - fmease:rustdoc-fix-where-clause-placement, r=lolbinarycat rustdoc: Fix where-clause placement of free const items & checked type aliases Embarrassingly, back in #113522 while I did correctly implement the rendering for generic assoc consts, I failed to do so for free generic consts. Re. checked type aliases, their where-clause comes last, CC #114662; I just never updated rustdoc. <sub>(No LLM was or will be used by me during the entire creation process of this PR)</sub>

Re. checked type aliases, their where-clause comes last, CC #114662; I just never updated rustdoc.
(No LLM was or will be used by me during the entire creation process of this PR)
