Dateutils are a bunch of tools that revolve around fiddling with
dates and times in the command line with a strong focus on use
cases that arise when dealing with large amounts of financial data.

Dateutils commands are prefixed with a `d` but otherwise resemble
known unix commands for reasons of intuition. The only exception
being `strptime` which is analogous to the libc function of the
same name.

0.4.12

This is a bugfix release.

Features:

zones can now be specified by their offset
named input formats can be dates only
allow to overspecify ywd dates

Bugfixes:

differences absolutely less than 24 hours but
on different days are calculated correctly
differences on epoch based timestamps are
implemented
check if input fulfils %V/%W specs
always ignore time zone fixups when using the
"now" special
when reading epochs do not treat 0 specially
leap second transitions are detected properly
datetest --isvalid also checks for fix-ups
