Finland pledges millions of euros for Gaza reconstruction

The seven million euros in grants will be spent via the UN's Horizon Fund and the EU's PEGASE support mechanism.

Finland will grant four million euros to the UN's Horizon Fund and three million euros to develop Palestinian hospitals in East Jerusalem, the Finnish Ministry for Foreign Affairs has announced in a press release.

The Horizon Fund — officially known as the UN Palestine Recovery Horizon Trust Fund — aims to bridge the gap between immediate humanitarian relief and long-term reconstruction in Gaza.

According to the ministry's press release, the fund also helps support the implementation of the Gaza peace plan, as it seeks to bolster job creation as well as the restoration of basic services in the region.

"The Horizon Fund creates opportunities for the large-scale reconstruction of Gaza. Through the fund, it will be possible to respond to the extensive needs of the population of Gaza, for example in education, housing, health, and the revival of jobs," Minister for Foreign Trade and Development Ville Tavio (Finns) stated in the press release.

The three million euros in support granted to the Palestinian Authority will be provided through the EU's PEGASE support mechanism, and it is intended for the funding of healthcare services in East Jerusalem. Finland's pledge is allocated for the years 2027–2029.

According to the ministry, PEGASE is a long-term support mechanism through which around 20,000 Palestinians gain access to specialised medical care in East Jerusalem hospitals each year.
