Personality:
Kiyotaka Ishimaru is known as the Ultimate Moral Compass, although in the original Japanese version, it's more similar to the ultimate public morals committee member. Basically, Ishimaru cares a lot about the rules (even during the killing game) and enforcing them at the school, as he wants to create an environment where everyone can do their best as students. He's truly passionate about this and he's more than willing to assist others in furthering their education, which is partly why he has the title of moral compass. Not to mention, he's usually polite to others and Ishimaru is genuinely a kind person.
Despite being an ultimate himself, Ishimaru holds a lot of respect and hope for the average person, believing that it's the effort of the average person that can change the world rather than a group of geniuses. He doesn't consider himself to be a genius, in fact, he completely rejects the term if someone applies it to him. It's through effort that he's the top student of his private academy, not because he's naturally a genius. He's determined to become the 'ordinary person that can surpass any genius.'
The reason why he's this determined is because his grandfather, Toranosuke Ishimaru, was considered a genius and held the title of Ultimate Manager. Toranosuke was once the prime minister and everything he did came without any effort, which is why he was easily roped into a corruption scandal and later left the office in disgrace. The debts from his grandfather still plagues Ishimaru's family to this very day. It's because of this that Ishimaru hates geniuses, even though he also thinks there's a level of tragedy surrounding them. He hates that they don't need to put much effort in to achieving things, but it's because of them not knowing the value of effort that often leads to their downfall. Kiyotaka had to watch his grandfather slowly fade away, with only his family members attending his funeral. Because of this, he wants to surpass his grandfather and prove that effort is far more important than being called a genius.
However, because of Ishimaru's focus and dedication to studying and hard work, he completely lacks social skills. In fact, before attending Hope's Peak, he's made zero friends because of his personality. He doesn't waste any of his spare time watching television or playing games, he spends all of his free time on studying. Therefore, he doesn't know how to relate to others that well or talk about things that aren't about politics or the economy. Not only that, Ishimaru has a tendency to yell whatever that comes to his mind and he ends up forcing his morals and beliefs on others, something that he is aware of and feels bad about too. He hates coming off as selfish and he's generally the type of person that feels that instead of complaining about a problem, you should work on fixing that instead.
This leads to Ishimaru never really confiding into others, even though he trusts people on a basic level. He generally trusts people to do the right thing, but he's not someone that wants to bother others with his problems and feelings. He thinks that it won't solve anything and he would rather be someone that encourages others rather than bringing everyone else down. Of course, Mondo Oowada is a big exception as he's one of the few students Ishimaru bonds with (they were able to bond during a sauna battle, which goes into Ishimaru's belief that talking to people while naked is a way to form honest bonds with another person). And while Ishimaru generally tries not to place his problems on others or whine to other people, he can open up eventually, as he does with Naegi in the free time events.
It's because of his lack of friends that he later takes on Mondo's murder of Chihiro and eventual execution very hard. He's in extreme denial throughout the whole trial and argues with Naegi the entire time. Even when Mondo confesses, he has a hard time believing this and even votes himself guilty for the trial, even though everyone else voted for Mondo (not to mention that if the majority of people vote for the wrong person, all of the other students are killed). His first friend, his 'brother,' is taken away from him after a very short time and seeing him executed forces Ishimaru into a catatonic state later. It was also just hard for him to accept someone that he considered to be a 'brother' to do something as horrible as homicide. Despite that, he still begs Monokuma to not kill his friend, which of course was ignored. He's only able to snap out of his vegetable state through rather unhealthy means, by 'channeling' Mondo's personality and becoming Ishida, which was an exaggeration of Mondo's personality while keeping some of his own quirks still. He never really gets to deal with his best friend's death in a healthy manner before he's killed.
Ishimaru tends to blame himself for situations that aren't really his fault. He's upset that he couldn't stop Chihiro's death and he blames himself for not being able to stop Mondo for hurting him. It's clear that he thinks he has a responsibility in keeping his classmates safe and keeping that optimism high. He wants everyone to believe that they can escape and that people should be working together to leave rather than distrusting each other.
Despite his ability to be a leader when needed (like forming breakfast meetings for everyone), Ishimaru can come off as insensitive at times. He says to Naegi 'I imagine it would be pretty hard to sleep with a rotting corpse in your bathroom!' only a day after the trial of Sayaka's murderer. He's not trying to come off as mean or rude, he's just socially clueless to the point where he can be unobservant to other people's feelings. He can also be kinda judgmental at times, as he's quick to judge Mondo just because he has a bad temper and because of the way he dresses, calling him a coward and someone that lacks self-control. Of course, he's always open to listening to others, but he does tend to form quick first impressions of people based on his own morals. Kiyotaka just has a tendency to hold people to a pretty high standard and he often lectures them if he feels like they're being lazy or if their public morals are ruined. It goes back to lack of social skills rather than being genuinely mean, but it doesn't stop him from coming off as a bit rude sometimes.
Ishimaru is also a rather competitive individual and his determination to beat Mondo in the endurance contest in the sauna shows this. Even though it was past curfew, he continues to sit there with Mondo, not wanting to be the person to admit defeat. He even taunts Mondo during the contest, showing that Kiyotaka isn't immune to ridiculous contests despite being the ultimate moral compass.
Abilities: As an Ultimate of Hope's Peak Academy, Ishimaru is known as the Moral Compass. While it doesn't give him any special powers, he shown to be very dedicated to his school's public morals committee and he respects rules above all else. So, his talent is basically being very moral and righteous, although he's a very hard worker and doesn't give up as well.
Other than that, he takes good care of his body and he has an interest in kendo, although it's difficult to say how skilled he is with that.
Alignment: Peromei. Ishimaru definitely leans more on the hopeful side, as he has dreams about becoming a politician and improving Japan. He truly believes that effort from the average person is what changes the world and he generally holds a lot of optimism for most other people because of that. During the killing game, he was one of the more optimistic students and he even tried to raise morale by having breakfast meetings and discussions with everyone.
Of course, he's not immune to despair and when Mondo is executed in front of him, Ishimaru has a mental breakdown and falls into a comatose state, barely speaking more than a few words at a time. While this is a mixture of grief as well, he doesn't snap out of this state until Alter Ego talks to him (where he then transforms into 'Kiyondo Ishida' and adapts Mondo's mannerisms), showing how deeply affected he was by that trial.
