Hibiki's hit over 1K! Time for a first impressions meme! Or anything meme, really. HIT ME!! I will probably respond kind of slowly, but I WILL RESPOND.
OKAY, Hibiki's thoughts about Chao can be basically summed up as: BIG DUMB PUPPY. On one hand, a lot of the stuff Chao talks about goes over his head or in one ear and out the other, but Hibiki does like how enthusiastic and excited he is talking about the things and people that he knows. On the other hand, he's also a bit worried because Chao...isn't very bright. He's glad that Chao seems to have a lot of people looking out for him, because Hibiki's fairly certain that Chao would have a hard time getting along in the world by himself.
The stuff Jiu Wu's said about other dimensions make a lot of sense in explaining how Chao's kind of ignorant about things, though.
Also, Chao's abilities intrigue Hibiki a lot, but like a lot of what Chao says, explanations about it kind of go in one and out the other. He's starting to paint a very blurry picture about what kind of war and battles Chao went through, and he thinks that fact that Chao's proved to be so capable is pretty cool! He'd like to watch him fight one day, but he also doesn't want to be in a situation where fighting is necessary. So he will settle for whatever Chao shows/tells him and being confused when it happens.
He also probably won't try to troll Chao too much because, 1) Chao won't really get it, and 2) It feels kind of like kicking a puppy.
AS FOR JIU WU, he only just met him, but the impression he gets is that he's a responsible adult! Which is very good for Chao. Seriously, Chao, go hang around this guy and hopefully something will rub off. The things Jiu Wu are talking about are really interesting to him, but Hibiki gets that the world/dimensions they come from are really complicated, and he doesn't want to entirely fully engage in understanding it quite yet. Still, Jiu Wu is pretty awesome in Hibiki's book.

Okay, so Hibiki really likes grumpy people. He likes them because they are kind of easy to rile up and they have great reactions (Accelerator gave him some fantastic reactions), and he likes them because he likes making friends with them! FRIENDS ARE IMPORTANT.
With that said, he's seen from his interaction with Accelerator that he's got a sense of humor as well, which gained him points in Hibiki's book. He reminds Hibiki a little of Keita, except nicer. He also likes how sarcastic Accelerator is, and he greatly enjoyed going deadpan on him since he doesn't do it on a lot of people for extended periods of time. This will mean that Hibiki will continue to heckle Accelerator. LET'S BE FRIENDS! 8D
NICO is known to Hibiki as "That guy I kissed who was not happy with it". Hibiki would like to speak with him again and apologize for being so "KISSY KISSY", but he doesn't want to bring it up if it will upset Nico.
He feels bad, but at the same time he...likes getting reactions out of people, so Nico's on the list of people to tentatively troll and joke around with. If he finds that Nico doesn't take to it well, he'll stop, but he is definitely going to try again before he makes that decision. I'M SORRY HE'S KIND OF A JERK

of course, normal for Nico is relative to "you are not dead and appear human" so. that's not a big feat.

Hibiki's classified Levi as a serious, grumpy guy who's crass and blunt. This means that Hibiki will try to get a reaction out of him often, which is part of the reason why he went on so long about glue.
Beyond that, he likes how sensible Levi seems, as it's clear to him that even though Levi's a grump, he's not one to allow his grump to triumph their decency and common sense. Plus respect there! And, really, Hibiki actually likes how blunt Levi is, since the thing with blunt people is that he can be blunt RIGHT BACK. Although he hasn't seen any need to do that yet, for him, it's good information to have.
so yeah, Hibiki will definitely heckle him in the future. LOOK FORWARD TO IT.
Hibiki really likes Tatara! He's nice and friendly and just an all-around good person. Plus he didn't seemed phased much by anything weird Hibiki did or said, although Hibiki doesn't play up the weirdness much around Tatara because he doesn't want to. He'll still crack jokes around him, but he's not doing it to see Tatara's reaction, and he isn't going to play up the "I'm a super weird person" act around him either for pretty much the same reason.
Tatara really has made a good impression on him. He's helpful and kind, and Hibiki's interested in his powers and the Kings and how they work. He's glad he's met him, and is looking forward to hanging out with him more. Tatara also seems like a responsible, yet laid-back adult, which Hibiki totally needs more of in his life. He feels like he can trust Tatara and maybe be honest about how the stuff he went through affected him and what he's feeling, although he hasn't done too much to show that because he just...doesn't really plan on sharing that ever with anyone at the moment.
tl;dr HIBIKI THINKS TATARA IS FANTASTIC. If he ever learns Tatara is dead in his canon, he will be so upset.

She's from a super weird world (seriously, things should not be able to gain sentience that easily), and he'd like to know more about what being a witch means for her, but she helped him out and got him food and water, and A++ on that front.

Like I said, he thinks her world is super weird given what limited information he has on it, so he finds it impressive that she's...not. He'd like to speak to her more! And make friends! but maybe not with the cheese. the cheese can go meander around somewhere else.

OH, RYNER. On one hand, Hibiki loves that he can just toss out all these outlandish ideas for him and Ryner actually considers them. He's actually trying to tone back on the ridiculousness because he's afraid Ryner will actually do them and things will be messed up.
On the other, Hibiki really feels for Ryner. Hibiki's best friend is a good guy, but some of the friends that he made in canon were...not very easy to get along with, so he feels Ryner on having a friend that's frustrating to be friends with. But even so, Hibiki feels like Ryner's being kind of taken advantage of, which he knows he shouldn't think without meeting the other guy first, but he can't shake it off! He'd like to meet Sion and take a first hand look at their relationship, because right now he just feels really sorry for Ryner.
But, yeah, Hibiki enjoys talking to Ryner and thinks he's a nice guy and super fun to poke.

Hibiki's impression of Kouga is that he's a responsible adult, if not a little stoic. Considering what he knows of the people living in their cabin, THIS IS A VERY GOOD THING. He's pretty happy that Kouga's the counselor in charge of their cabin because...well... He spoke to Senri and Demyx. They need an adult. THEY NEED AN ADULT REALLY BADLY and okay Hibiki's not the best person either, but!
So towards Kouga, Hibiki's going to be more helpful and less terrible because Kouga has to keep their cabin in line. That's going to be hard work. Hibiki's not so awful as to pile on more work (Although he may end up doing that anyway without meaning too, whoops)
