If it's organic material, it's been rotting since it was severed.

Reattaching it is not a simple matter. There's a lot to consider such as damage to the limb itself, damage to the person's muscles and their nerves.

Nah. I guess I'll just let it freeze until someone comes to pick it up. I'd hope they'd notice it missing.
[Maybe his views on arm reattachments are skewed, given two people he knows have automail, which attaches pretty decently, crippling pain aside... and the fact he just regrows limbs if he loses them. If it's not an easy job, then his interest ends there.]
