Background: Wiki link! But because that's pretty bare bones, here's a bullet point version:
- After Rei's mother died and his father abandoned them, Rei utilized his skills as a hacker to keep him and his younger brother Hajime together. He did odd jobs as a hacker to support them.
- Hajime is kidnapped by an evil, sentient AI known as Leviathan right in front of Rei's eyes, sending Rei on a crazed path of vengeance as he tries to track him down.
- Rei meets Hackmon and despite the fact that he doesn't trust anyone after everything he's been through, he comes to accept Hackmon after being saved by him. The two of them proceed to scour the web in search of Leviathan together, and Hackmon is basically Rei's sole source of support during this time period.
- Their path crosses with the other Appli Drivers — Haru, Eri, and Astra. Though Rei initially looks down on them and tries to push them out of his way, Haru uses the Power Of Friendship and it is super effective. Rei comes to grudgingly accept them and only be mildly annoyed at their presence.
- Rei is like the member of the team that comes and goes as he pleases but by his current canon point, they basically consider him to be an integral part of the team. And Rei, despite what he may say, considers at least Haru, Eri, and Astra to be his friends.

Personality:
Rei Katsura is an individual who cares entirely too much and spends much of the time trying to convince the world — and himself in the process — that he doesn't care at all. A lot of his surface personality comes from the walls he's put up throughout the "mission" he's been pursuing single-mindedly. Rei initially comes off as cold and short with people, stating that he doesn't care about them and has no interest in helping them. It's less that he doesn't care and more that he's trying not to care and he can't allow himself to care, because he's got too much on his plate as it is with trying to save his younger brother. Letting other people in muddies the waters and makes it more difficult for him to focus solely on saving Hajime — or so he thinks, anyway.
It also comes from a series of deeply rooted trust issues. At some point after his mom died but before the current school year, Rei and Hajime's father abandoned them, leaving them to fend for themselves. Even when Rei grudgingly opens up to people somewhat, it still takes quite a bit for him to let them in and he's extremely unwilling to trust other people, including appmon. It took extraordinary circumstances for Rei to accept Hackmon as quickly as he did, and that was more due to their mutual interest in using one another to go after Leviathan.
With that said, Rei is a technological genius. At the age of 14, he's managed to master programming and technical skills beyond compare, to the point where he's noticed by several digital "underworld" types, which is how he comes to meet Hackmon in the first place. Hacking is how he makes ends meet, picking up odd jobs here and there and manipulating information to keep him and his brother together and presumably keep some sort of roof over their head. In that respect, Rei is wise beyond his years, even if he's very much a 14 year-old boy in many, many other ways.
Initially, Rei can come off as rough. He has a blunt way of speaking — clipped sentences here, throwing out people's full names in an irritated fashion there, and so on. When he has to disguise himself as an idol's manager to infiltrate one of Leviathan's bases, his flat, blunt way of speaking immediately rubs some of the idols the wrong way. Rei never really seems deterred by people's reaction to him and more often than not just powers through it because he doesn't seem to care much about what people think of him — at least at first. It is possible for others to get through to him and make a connection in order to get him to shift somewhat. Haru initially tries to empathize with Rei, reaching out to him even after he lashes out angrily, and Rei in turn responds to that by helping him out in the end.
Beyond those initial barriers, Rei is actually rather thoughtful and cares quite a bit about the people around him in his own quiet manner. Whenever Hackmon is in peril, he quietly worries over him; Hajime at one point notes that despite everything, Rei's kept his worrywart personality intact, even if it is buried deep down inside at this point. It's overt with the people who are extremely close to him, like Hajime and Hackmon, but it also manifests in a more subtle manner with his friends. Or, really, anyone he gives the time of day to since Rei is the sort of person where if he doesn't care, he'll ignore a person and move on completely. But with others, he'll quietly give advice in his own brusque manner or silently hover in the background and step in if need be . . . and inevitably berate the other person for having to have him step in. He'll make up excuses, like he was in the area or he just so happened to overhear something, but he's an open book when it comes to that.
With that said, Rei can be extremely ruthless if need be. He's the member of the team that doesn't mind stepping over the line and will willingly do so while sending the others ahead to keep their hands clean — as well as keep them from getting in his way. When threatened or pushed in a corner, Rei will lash out. His default after Hajime was kidnapped but before he had any grounding influences like Hackmon or Haru was to be extremely angry and run himself ragged as he scoured the world (and then the internet) for any trace of his brother. He's self sacrificial to a fault, throwing himself 110% into his work and forgetting to eat right beyond energy drinks and gels, because those will at least keep him going for a bit longer. There's a quiet sort of passion to Rei but when his buttons get pressed, he can be blinded by his rage.
In general, when he's not being the mom friend of the team or going on some vengeance bender quest, Rei is fairly snarky and deadpan, often pointing out the flaws in plans or making comments on the ridiculousness of the situations he and the others find themselves in. He'll do what he needs to in order to get a job done, but that doesn't mean he'll keep his mouth shut about it. Though he tries to act above it all and aloof and cool, Rei is really just a sulky 14 year-old boy who has a lot of feelings and responsibility resting on his shoulders.
Abilities:
Rei has no supernatural abilities to speak of. He's an exceptional hacker! But that's about it.
Alignment:
Piphron! Trust and distrust are a huge part of Rei and pretty central to his arc in general, as he frequently struggles with it. Distrust comes naturally to him and, more often than not, he's inclined not to trust anyone after everything that's happened. At the same time, he does know that trusting people and not going into things alone will make him stronger in the end. It's a whole thing with him.
Other: He'll come with his Appli Drive DUO! . . . which is a fancy way of saying "his digivice." It will be a lovely paperweight, I'm sure.
