Library browser does not always display all libraries

This continues the discussion started by @lukasc-ubc here: https://github.com/KLayout/klayout/issues/1250.

Problem is that the library browser appears to hide the library selection header when there are less than two regular libraries. 

The libraries can still be selected when placing an instance in the edit options panel or from the instance properties page.
