With the release of SQL SErver 2019, the resumable operation also applies to index creation not just rebuilds.

With the release of SQL Server 2019, the resumable operation also applies to index creation not just rebuilds. The language might need to be adjusted since that feature isn't available in 2017 (the resumable create)
