The problem
Docs issue 4319 suggested adding some information from an SO post by @jnthn to the Variable declarators and scope section.
Solution provided
I have tried to pare @jnthn's remarks down to a bare minimum, but I feel this may still be too long, so I'm posting this as a draft PR for now and requesting review.
