TOTP user experience improvements #791

Is your enhancement related to a problem? Please describe.
I was testing the updated UX locally and noticed the following:

The setup section for TOTP starts with the timestamp notice which would be confusing to majority of users. Should we move it to the footer (below the TOTP input) since that is where users would be focusing when trying to set it up and it possibly failing?

The
<hr>doesn’t appear to be necessary before the third action step. Any reason to keep it?
